






Mr. Schutz has 38 years of experience in business development and operations. He is adept in all aspects of business development including long-term positioning, opportunity assessment, strategic planning, and defining value solutions with a price to win approach. His experience as a Program Manager for operations as well as a proposal developer gives him broad qualifications and the vision to develop winning approaches for proposals. Major roles have included capture manager, proposal manager, phase-in/transition lead, volume lead, staffing lead, and orals writer and coach. An excellent proposal manager, Mr. Schutz produces creative, compelling, and compliant documents that have resulted in proposal wins to Federal customers including DOE, Department of Labor, National Guard, Army, Department of Veterans Affairs, TSA, Centers for Disease Control and Prevention, and NASA. A strong leader, Mr. Schutz provides detailed guidance to proposal teams to develop and articulate technical, management, and phase-in solutions. He develops strategic win themes and discriminators, defines and manages proposal schedules, develops compliance matrices, and performs a quality check of all proposal sections and volumes. Mr. Schutz is also a recognized authority in the DoD’s multi-billion dollar program to privatize electric distribution systems at all military installations and has led the development and management of multiple winning privatization proposals.
